NDDOT Starting Salary: $11,429 / month

The Chief Financial Officer (CFO) in our Financial Management Division is responsible for the overall fiscal health of the agency. Provides strategic leadership to the financial management team and the agency, ensures revenues and expenses stay in balance, oversees financial planning and analysis, identifies funding opportunities, serves as a sounding board for executive leadership, sets financial policy, and mitigates risk.

The CFO provides strategic financial leadership for the agency, contributing to long- and short-term planning, policy development, and performance management. The CFO monitors financial health, assesses program and regulatory impacts, and establishes corrective measures to ensure fiscal stability. This role leads the development and submission of the biennial budget, over sees financial reporting, and manages cash flow and revenue forecasting to support agency operations.

The CFO also provides legislative and audit support, including preparation and reviewing fiscal notes, representing the agency at hearings, advising the Audit Coordination Committee, and overseeing fraud risk assessment and mitigation. Additionally, the CFO directs the Procurement and Information Technology sections. The CFO ensures effective project management, procurement, budgeting, and the implementation of innovative technology initiatives. The role requires collaboration with executive management, divisions, districts, and external stakeholders to align financial strategies with agency priorities and maintain operational excellence.

Minimum Qualifications
To be successful in this role, you will be a confident, natural leader and problem solver with demonstrated critical thinking and collaboration skills. You should be able to lead and guide a finance team and drive budget and financial management strategy.

To be considered for this position, you must have a bachelor’s degree in accounting, business administration or a closely related field and a Certified Public Accountant certification. Eight years of professional accounting experience of which three years must have been in a supervisory capacity.

Employment of the selected candidate will be contingent on satisfactorily completing the interview process, criminal history check, and a verifiable record of satisfactory performance in previous employment.
